As of January 17, 2005 Westmoreland County Department of Public Safety ( 911 center ) began dispatching district 4 police exclusively on their new 800 MHz public safety band. District 4 includes Latrobe, Derry, Ligonier, and the Ligonier Township Areas. If you own a regular 800 MHz Scanner, or even a good trunking scanner scanner like the BC780XLT, you will not be able to receive these communications. Unless you purchase one of the newer DIGITAL scanners such as the Bearcat BC-796D or the Radio Shack Pro-96 you will only hear noise on the newer frequencies. K3SAM made a routine phone call to four internet sales organizations to find out how many had these ( 796D ) scanners in stock. Only one, USA SCANNER had any in stock. Further, we found out that due to a workers Dock strike in California no more scanners were due in. This came from a phone call placed to the engineers at Uniden on 19 Jan 05. Bearcat's BC-796D is known to have problems with receiving Digital Audio in their older units. The newer units have this problem corrected. If you are having problems and would like to know if your radio is one of the ones subject to poor digital audio, drop us an email and we will be glad to tell you how to check. Below you will find the known 800 MHz frequencies
for Westmoreland County. If you do not have a digital scanner
it would not be worth it to program these frequencies as they will
only lock up your scanner with data noises.

so receiving them with a standard scanner will not produce intelligent audio.
RADIOS USED BY LOCAL AND STATE POLICE, PLUS AMBULANCE, ETC ...
The communications equipment of today carried by emergency services usually are capable of receiving / transmitting on at least 16 channels if not 32. In some cases, these radios can operate on more than 100 channels. The state police use 32 channel Motorola Radios. These radios are the most sophisticated made today. Beside scanning they also have one or more priority channels. This means they can be listening to Latrobe / Derry Police, and still NOT miss a call from the state police barracks.
Another “trick” used in emergency communications is sub audible tones, otherwise known as private line (PL) tones. When transmitting, these radios send out a tone that is not heard by the human ear, but is heard by the radio. The receiving station will only hear the person calling if the tone is of the correct frequency. This is done for two main purposes. The first, to keep unwanted transmissions from being received by the receiver. The second reason is so that many different services can use the same frequency without interfering with each other. So if the state police in Greensburg was on PL tone 100 Hz, and Kiski was on PL tone 141.8 Hz, Kiski would not hear Greensburg and Greensburg would not hear Kiski. If the two stations were transmitting at the same time, some interference would be heard by the receiving stations.

All of the frequencies are assigned to Westmoreland 911 but not part of the trunking system (simplex frequencies). 28 May 05 This update: Modified Car Designators. Corrected two mistaks. 30 May 05 This update: Updated Car Designators. 23 Jun 05 This update: Updated a few UHF Frequencies. Corrected and updated several 800 Mhz Talkgroups. This update: Was informed that I had an amateur radio call listed as W3XO for a Pittsburgh repeater when it should be W2XO. Changes were made. Updates made to Talkgroups also... can never tell about our 911 Management Team !
This update: Added Allegheny Fire Dispatch, PD District 6 updated, also scratched my nose as it was itchy.
